Cabinet Recommends Autumn Session of J&K Assembly From October 13

The Jammu and Kashmir cabinet has officially recommended calling the Assembly session starting October 13, 2023. This decision aligns with the provisions stipulated in the Jammu & Kashmir Reorganisation Act, 2019.

Chief Minister Omar Abdullah chaired the cabinet meeting on Wednesday, attended by all ministers. The cabinet aims to ensure compliance with legislative requirements regarding session intervals.

Sources indicate that the forthcoming session is likely to be brief, anticipated to last seven days, concluding on October 20. Under the 2019 Act, the time gap between Assembly sessions must not exceed six months.

The act specifically states, “The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session.” This regulation ensures that legislative proceedings remain timely and responsive to the needs of the region.

The last session concluded on April 29, making it essential for the Assembly to reconvene by October 28 to adhere to legal requirements. Therefore, the upcoming session is crucial for maintaining legislative continuity and addressing the pressing issues facing Jammu and Kashmir.

Statehood and reservation are expected to dominate the upcoming discussions. In the last Assembly session, several resolutions concerning statehood lapsed due to disruptions. Members of the National Conference created a considerable stir following the rejection of their adjournment motion regarding the Waqf (Amendment) Bill, 2025.

The topic of reservation resurfaced as well, with People’s Conference President and MLA from Handwara, Sajad Gani Lone, expressing strong discontent with the government’s approach. This focus on statehood and social justice highlights the public’s demand for timely legislative actions.
