On October 29, the Jammu and Kashmir Assembly will discuss seven out of 55 Private Members’ Resolutions submitted by legislators. The Legislative Assembly Secretariat confirmed the selections during the ongoing autumn session.
The BJP submitted the highest number with three selected resolutions, followed by two from the National Conference (NC), and one each from Congress and an Independent legislator. This broad representation highlights a diverse set of issues being addressed by the legislators.
Two critical resolutions focus on relief and rehabilitation for families affected by recent flash floods and landslides in Jammu and Kashmir. Another resolution seeks the regularization of daily wagers employed in various state departments, emphasizing social welfare.
BJP MLA from Udhampur West, Pawan Kumar Gupta, has moved a resolution demanding immediate relief and rehabilitation for flood and landslide victims. His resolution urges the government to request assistance from the Union Government under the National Disaster Relief Fund (NDRF). “This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” Gupta stated, emphasizing the urgency of the situation.
Another significant resolution comes from BJP’s Balwant Singh Mankotia, who advocates for 10 marlas of land to be allotted to families that lost property during the recent floods. His proposal aims to support those in need of housing and livestock infrastructure. “This House resolves that 10 Marlas of land be allotted for construction of residential houses and cattle sheds for affected families,” Mankotia’s resolution asserts.
From the National Conference, MLA Ajaz Jan has proposed a critical resolution focusing on regularizing daily wagers in government services. This resolution, aimed at providing stability to workers, suggests implementing an eligibility framework to assess service duration and performance. It stands at Serial No. 6 on the agenda.
In addition, NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) put forth a resolution targeting job creation for youth in the public and private sectors. He particularly stresses the importance of promoting agro-based industries for sustainable livelihoods. The push for employment generation emerges as a crucial response to youth unrest in the region.
At the top of the agenda, Congress MLA Nizam-ud-Din Bhat has initiated a resolution for establishing the National Law University in Srinagar, calling for prompt action. “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided,” Bhat declared, highlighting the importance of higher education in the region.
Furthermore, BJP MLA Rajeev Kumar Bhagat from Bishnah aims to revitalize irrigation infrastructure across Jammu and Kashmir. His resolution calls for restoring canal networks and ensuring reliable water supply to enhance agricultural productivity, showcasing a strong focus on improving rural livelihoods.
Independent MLA from Thannamandi has also contributed by promoting the implementation of the Jammu and Kashmir Panchayati Raj Rules. His resolution demands adherence to current regulations to enhance local governance. “This House resolves to implement Rule 49 of the J&K Panchayati Raj Rules, 1996, and Government Order No. 267-RD&PR of 2019 in letter and spirit,” the resolution states. It emphasizes that contractors must not be assigned works up to ₹3 lakh but should be executed through Halqa Panchayats, reinforcing the focus on local governance.
The Assembly convened on October 23, initially taking up obituary references. Following a brief recess from October 24 to 26, discussions on these Private Members’ Resolutions will continue on Wednesday, concluding the autumn session on Friday. Notably, none of the three PDP MLAs had any resolutions selected for discussion, indicating a shift in political dynamics within the Assembly.
