India Upgrades Kabul Mission to Embassy Status Amid Security Concerns

India upgraded its technical mission in Kabul to a full-fledged embassy on Friday, marking a pivotal move in re-establishing diplomatic relations with Afghanistan. The formal announcement occurred during a meeting between External Affairs Minister S. Jaishankar and Afghan Foreign Minister Amir Khan Muttaqi in New Delhi.

In August 2021, India withdrew all its officials from the Kabul embassy after the Taliban took control. However, in June 2022, a technical team resumed limited operations in Afghanistan. With this recent upgrade to embassy status, India aims to intensify its engagement in the region, particularly focusing on humanitarian aid, infrastructure projects, and bolstering regional security cooperation.

During his opening remarks, Jaishankar noted, “Your visit marks an important step in advancing our ties and affirming the enduring friendship between India and Afghanistan.” He emphasized India’s interest in Afghanistan’s development, stating, “As a contiguous neighbour and a well-wisher of the Afghan people, India has a deep interest in your development and progress.”

India and Afghanistan share a history of cooperation, illustrated by several major infrastructure projects executed by India in Afghanistan. Jaishankar praised the Taliban administration for its “sensitivity towards India’s security concerns,” especially following recent incidents like the Pahalgam terror attack.

He stressed the importance of collaborative efforts between the two nations to combat the persistent threat of cross-border terrorism. “We must coordinate efforts to combat terrorism in all its forms and manifestations,” Jaishankar asserted, underlining the mutual commitment to growth, stability, and prosperity in the region.

Afghan Foreign Minister Amir Khan Muttaqi responded positively, acknowledging India as a significant regional power that has unwaveringly supported the Afghan people. He expressed gratitude for India’s humanitarian assistance and reiterated Kabul’s aspiration to enhance cooperation in trade, infrastructure, and education.

The upgrade in India’s diplomatic presence in Kabul signals New Delhi’s calculated re-engagement with the Taliban government, motivated by security interests and the desire for regional stability. India seeks to maintain its historical ties with the Afghan populace while ensuring that humanitarian efforts and diplomatic dialogue continue amidst challenging circumstances.
